Cubs 2014 MLB Rule 4 Draft Negotiation List

Players selected in the MLB First-Year Player Draft (MLB Rule 4 Draft) are placed on a club's Negotiation List.

In most cases, a player selected by a club in the Rule 4 Draft will remain on the club's Negotiation List until either the player signs, or until 5:00 PM (EDT) on the Friday that falls during the week July 12-18 (whichever comes first), and if a club does not sign a Rule 4 Draft pick by the deadline, the player is removed from the club's Negotiation List and becomes eligible for selection again in the next Rule 4 Draft in which the player would be eligible for selection. The exception to this rule is any college senior with no baseball eligibility left. This class of player remains on the club's Negotiation List until the player signs or until one week prior to the next Rule 4 Draft (whichever comes first).

Also, any player eligible for selection in the Rule 4 Draft who is not drafted ("Non-Drafted Free-Agent" or "NDFA") can sign with any club after the conclusion of the draft any time up until one week prior to the next Rule 4 Draft, unless and until the NDFA enrolls in a junior college or four-year college, in which case MLB Rule 4 Draft eligibility rules apply.

A player selected in the MLB Rule 4 Draft or a Rule 4 eligible NDFA cannot be signed to a Major League contract.

A player selected in the MLB Rule 4 Draft or a Rule 4 eligible NDFA can be "Signed for Future Service" (contract is for the following season) if the player signs a contract after July 1st.

A club is not permitted to select a player in the Rule 4 Draft two years in a row, unless the player gives his approval in advance.

Players who sign after being selected in the MLB Rule 4 Draft (First-Year Player Draft) and players who were eligible for selection and then sign as a Non-Drafted Free-Agent (NDFA) are not placed on a minor league rerserve list until rosters are filed on November 20th,

However, these players must be placed on a minor league Active List or Disabled List within 15 days of signing.

Any player signed after July 1st can be "Signed for Future Service" (2015 contract), in which case the player does not have to be placed on a minor league Reserve List until Opening Day 2015. A player who is Signed for Future Service cannot play dring the 2014 minor league regular season, but he can participate in post-season Instructional Leagues (and he can play in Instructional League games) and he can participate in Spring Training (Minor League Camp & Extended Spring Training).  

MINORLEAGUE ROSTER LIMITS:  

AAA: 38 players (RESERVE LIST) and 25 players (ACTIVE LIST)
AA: 37 players (RESERVE LIST) and 25 players (ACTIVE LIST)
FULL-SEASON "A": 35 players (RESERVE LIST) and 25 players (ACTIVE LIST)
SHORT-SEASON "A" : 35 players (RESERVE LIST) and 30 players (ACTIVE LIST) and 25 players active for any one game (at least 10 must be pitchers)
ROOKIE: "A"  & FOREIGN ROOKIE: 35 players (RESERVE LIST) and 35 players (ACTIVE LIST) with 30 players active for any one game (at least 10 must be pitchers)

So the Cubs would be able to sign all 40 of their 2014 draft picks (plus some NDFA and IFA),without having to drop players from the organization until November 20th (by which time a number of minor league players will have already left as minor league free-agents anyway). But they would not be able to place all 40+ players on minor league active lists this seaasin. Some would have to go on a disabled list, while others would have to be Signed for Future Serrvice (but that only applies to any player signed after July 1st).

    oh yeah, totally, i was just chiming about why i fan like i fan.

    i would like nothing more than hendricks to keep on hendricks'ing.  guys with his stuff can throw for a long, long time as long as it works.

    he velocity is actually up a minor amount this year.  it's really "damn" when a guy like him not only has gas in the tank, but it's looking like it was years ago.  he added a curve a few years ago and it helped a little bit, but he's throwing it less and less while the fb/change combo are less effective.

    CRUNCH—There is no one person in this community I’m talking about.  My remarks were not directed at you or anyone, but at a tone I’ve noticed lately. 

    You have a great, dry sense of humor and there is thought behind your comments.   You and I don’t always agree but I always understand your position.  

    Lastly, and I’ll be quiet, I agree with you on Hendricks.  We can dislike the recent performance but still love the guy.  Lots of questions about his future.

    myself, i make a good amount of outrageously unrealistic comments that are sometimes "violent"...like my recent suggestion of "pulling the bandaid off" by having hendricks throw every inning of every game until he's on the IL.

    i would hope any athlete that cares about what is written on the internet realizes how casual fans can be about treating their lives like scripted TV characters that don't have real lives.  it's not an excuse to do it, but there's a lot of it out there.

    but yeah, in real life i'm rooting for guys to have long and healthy careers even if i'm not happy with current performances...except for some guys...and i'm pretty sure i don't leave grey area for those comments...and almost all of them are not good humans whether they're playing baseball or not...

    hendricks was getting a good amount of boos in his last game.  i would bet a million that he will get a standing O every time he visits wrigley in his post-playing days, or a return with a new team should his career continue...or if he comes back and puts in an oldschool good performance.

    What are the chances we can back off on gloating over other people’s misfortune?  One of the things I appreciate about the TCR community is that the remarks are more productive and add to how I like to follow the game.  

    Lately, however, I’m reading comments that are just mean.  If I were an MLB player, I would hate to get a back or finger injury and have someone write ‘hurrah!  I hope we never see him again!’  Especially when it is someone we were praising not long ago.  I’m not saying ‘don’t express how you feel’ but some comments lately seem downright mean spirited.  Stuff I expect from other communities but don’t often see here.  The TCR community has always spoken the truth but never with such a dark tone.

    Just my two cents.  I hope Hendricks comes back and is the professor we all know. He can pitch for the Cubs as long as he wants in my book.

    I don't care to see Hendricks or Smyly on the 26-man Roster the rest of the season. Both, stupid signings and option pick up by Jed.

    i know the cubs are paying the guys, but for the sake of the win/loss column this is some great news.

    sportsball is cruel.

    would have liked to keep cooper, but it looks like they're gonna go with wisdom if they have to pick a righty who's gonna K 1/3rd of his PA's.

    Another year AZPhil, and you have more to do than ever! Heck yeah! Great stuff from Rosario so far. What are your impressions of guys like Freilyn Silverio, Adan Sanchez, Jose Escobar, and Anderson Suriel? Particularly the first two, feel like I’m forgetting one.
