Home plate collisions banned, runner cannot initiate contact but catchers cannot block the plate either and must give runners a path to the base, like all other bases. Specific wording and penalties still to be determined.
Once selected, the player can be optioned to the minors (presuming the player has minor league options left), but the player cannot be traded, released, non-tendered, outrighted to the minors, or placed on the 60-day DL until the conclusion of the next Rule 5 Draft (a year later).
This way, the player doesn't have to rot on an MLB 25-man roster just so the drafting team can fulfill Rule 5 roster requirements, but the drafting club has to commit a slot on its 40-man roster to the drafted player for one full year.

Prediction: Mets are one, obviously. I just can't imagine who the other one is if not the Cubs. The only other team that makes sense from need and financials is San Francisco, but I simply do not think that can happen.
