For anyone who might have missed Saturday's Cubs - Padres game from Sloan Park, here are the pitcher reports:

COMMENT: Was bouncing his breaking ball while warming in the pen and still had a bit of a problem commanding it during the game, but otherwise he threw very well.... looks like he will get stretched out in Spring Training games, even if it means he ends up in the bullpen as a multi-inning reliever...

COMMENT: Gave up two solo HR... I'm not sure his stuff is where it was the first time he was with the Cubs a few years ago when he was a valuable member of the pitching staff ...  I guess he will probably begin the season in the Cubs pen as a multi-inning reliever, but I wonder how much he has to offer going forward...

HAGSAG: Not yet. That probably won't be announced until they get more of a handle on how pitchers are progressing during the course of Spring Training. 

The Commissioner has the right to unilaterally temporarily increase roster size any time he wants to do it, but of course he won't if the owners don't want that.

There are essentially four alternatives for Opening Day and then maybe the first 30 days of the MLB regular season.: 

1. Keep the roster limit at 26 with the 13 maximum pitcher limit; 
2. Keep the roster limit at 26 but with no maximum pitcher limit.  
3. Expand rosters to (let's say) the September limit of 28 with 14 maximum pitchers;  
4. Expand rosters to the September limit of 28 but with no maximum pitcher limit. 

Back when I was a youngster in the 1960's, there was a 28-man roster limit the first 30 days of the MLB regular season (clubs would usually carry 13-14 pitchers in April), then a 25-man limit beginning on the 31st day of the regular season, and then 40 begining on September 1st, and the 28 man roster in April was before pitch counts and innings limts! 

Now there is a 26-man roster limit (temporarily expanded to 27 for doubleheaders) with a maximum of 13 pitchers (14 for doubleheaders) beginning on Opening Day through August 31st, and then active list rosters expand to 28 on September 1st with a maximum of 14 pitchers. Personally, I believe having a 28 player limit (with maybe no pitcher limit) is much more necessary in April than in September. 

scott effross is throwing absolutely filthy sliders today.  nice movement with command.  he's got a slow(ish) slider, but it works.

it's not dillon maples "on a good day" filthy, but commanding something with movement is good stuff.

max scherzer (NYM) is all "nah, i don't ease into things" and throws 5 innings of 72 pitch ball in his first spring outing.

s.brault's contract is now a minor league deal because of an injury setback.

1.5m if he makes it up with 400K more possible via incentives.  he can opt out in july if he's not been called up by then.

Two best outings Monday were by Reds pitchers.

RHP Graham Ashcraft started and went three innings. FB was 97-99 in 1st inning, then sat 95-96 in 2nd and 3rd innings. CV was OK (not great). Ashcraft's command was spotty, and he hit Michael Hermosillo and Brennen Davis on consecutive ABs in the bottom of the 2nd inning. Davis left the game with a right knee contusion.  

RHP Hunter Greene mixed a 99-101 MPH FB with a 91 MPH cutter. FB and CT velo was sustained for the entire innng,

Source: rosters almost certain to expand from 26 to 28 for most of April. No restriction on how many pitchers can be active in that period. Not finalized yet. But this is the plan right now.

zach davies gets a MLB deal from ARZ for 1.75m + 2.5m games started incentives.

evidently no one from the ARZ front office had any way to watch him pitch in 2021.

fun fact, as bad as 2021 was for davies, he still had a positive Fangraphs WAR (0.1).  it turns out a 5.78 ERA and 1.60 WHIP isn't too bad if you throw 148 innings of it.

to be fair, he did have a couple good months in between some awful.  his last couple months was some of the worst i've seen on a regular stretch of terrible.

neat.  ethan roberts getting a late-inning spring look.

intriguing middle relief tallent.  nothing special, but still promising.  throws a variety of lower-velocity stuff quite well...gets guys to make iffy contact.

rosters expanded from 26 to 28 through may 1st.

if a pitcher who is also a hitter in the lineup exits the game, they can stay in the game as DH..."the ohtani rule"

also the ghost runner on 2nd is in play for extra innings but only for 2022.  it probably has something to do with how tightly packed the schedule is this year.  i hate the ghost runner.

The Cubs are probably going to need three or four additional 40-man roster slots by Opening Day (one for for Mychal Givens presumng he actually signs, and two or three for veteran NRI relievers likely to make the Opening Day 28-man roster). 

Sergio Alcantara will almost certainly be dropped prior to Opening Day (outrighted if he isn't claimed off waivers, and then he can elect free-agency if he is outrighted), and Michael Hermosillo is a likely drop from the 40 as well. Greg Deichman is another possibiity to get dropped from the 40 in the near-future (although he would probably get claimed off waivers), since the Cubs have a plethora of LH-hitting OF coming up through the pipeline behind Deichman who have higher ceilings. 

Among the pitchers currently on the 40, I would say Cory Abbott is probably the most likely to get dropped from the 40, and Tommy Nance is a good candidate to get dropped once he is reinstated from the CoViD IL. 

The Cubs can't do much with Harold Ramirez while his arbitration hearing is pending, but once it is resolved the Cubs could outright him to the minors (presuming he isn't claimed off waivers) and then force Ramirez to choose between accepting the outright assignment, or become a FA and forfeit his contract with no termination pay. That's why going to the arb hearing is good idea by the Cubs, because contracts awarded by arbitration panel are by rule not guaranteed. 

Of course it's also possible that additional players on the 40 are placed oin the 60-day IL prior to Opening Day, beyond ther ones who already on the 60-day IL.

Info provided by the Cubs FO today is that Harold Ramirez signed a 2022 contract with Cleveland just before the lock-out in December, before he was placed on waivers, and before the "Super Two" cut-off was officially established, so he is a SIGNED PLAYER and is - NOT - eligible for salary arbitration.

AZ PHIL:  do think there is any chance that the Cubs negotiated in advance with any players to waive their Article XIX-A rights on being optioned?  So somebody like Daniel Norris or Andrelton Simmons... sign as a FA, but build an understanding that the waiver would be given so that the team would have some added flexibility for the first few weeks of the season.

Also, today is the deadline to option or outright players on the 40 who did not accrue MLB Service Time the previous season to avoid having to put them on an MLB Injured List if the player is injured or rehabbing from an injury or illness, or gets injured playing in a Spring Training game after today.  

The Cubs optioned four of them -- Alexander Vizcaino, Christopher Morel, Alexander Canario, and Nelson Velazquez -- to the minors last week, leaving Anderson Espinoza, Brailyn Marquez, Ethan Roberts, and Miguel Amaya still on the Active List but likely to be optioned to the minors today.

1. RHP Marcus Stroman (two innings-plus two batters in 3rd - 47 pitches)

COMMENT: Labored through a 29-pitch 1st inning, then settled in and worked an easy 2nd, and then allowed back-to-back ingles leading off the top of the 3rd before hitting his pre-planned pitch mark a bit earlier than was expected... 

2. Scott Effross (one inning - nine pitches) 
FB: 88-89 
SL: 79-81 
COMMENT: Relieved Stroman with runners on 1st & 3rd and no outs in the top of the 3rd, and while one run did score, Effross made quick work of the A's once he was in the game... stuff isn't exceptional, but the side-armin' RHRP gives the opposition a different look, throws strikes, and doesn't mess around... since he is already on the 40, he should have a leg up for an Opening Day bullpen slot, especially with the temporary expanded rosters and relaxing of the maximum 13 pitchers rule in April... even after that he probably has a good shot to remain in Chicago...  

3. Mark Leiter Jr (1.2 IP - 46 pitches)

COMMENT: Was unable to finish his second inning of work... has a SP repertoire but labors too much to be an effective SP... slow Bugs Bunny CV is his best pitch, and he sometimes will throw it three or four times in succession to the same hitter which takes away from its effectiveness... FB is mediocre at best and so is the rest of his stuff (other than the CV)... has well below-average command...  works very deliberately and likes to nibble...     

4. Eric Stout (one out - one pitch)  
FB: 91 
COMMENT: Finished Leiter's inning by getting a pop fly out on his first pitch... 

5. Rowan Wick (one inning - 17 pitches) 
FB: 92-93 - T-94 
CT:  89-90

COMMENT: Mixed FB with CV effectively and threw strikes with good success... will likely be part of the rotating closer slot in the pen...

7. Cayne Ueckert (one inning - 11 pitches) 
FB: 94-97

COMMENT: Made quick work of the A's in the 9th to record the save... features FB/SL "hard stuff" combo and really goes after the hitters... along with Ben Leeper, Cayne Ueckert is one of two relievers at the upper levels of the Cubs system not yet on the 40 who are legit MLB RHRPs prospects... of the two, Ueckert throws a higher velo FB, and Leeper throws a better and hotter SL...

all stuff with terrible results (5.53 ERA and 1.70+ WHIP) in college program with a schedule that's not extremely competitive.  27th round pick in 2019...

the sample size is small, but he's more than earned his blazing rise to AA and no one would be shocked if he touched the majors in 2023+.

2. Kyle Johnson (one out on six pitches)

COMMENT  Former Yankee minor leaguer 2016-18 who spent 2020-21 in indy ball... got the final out in the 2nd after Justin Steele hit his pitch limit for the inning... :

COMMENT: Would appear to be solidifying a slot in the bullpen for Opening Day, especially since he is already on the 40... he throws strikes, and induces weak contact with his sidearm slot..

COMMENT: Finished Smyly's third inning... high velo FB gas but still has not developed reliable hard-SL as second pitch...

going in the opposite direction, i kinda wonder if alzolay's future is the pen permanently when he returns.

also, i'm very interested in this and thank you for it.  some feeds rarely feature gun readings.  the comment/report on the quality of the outing is good reading, too.

I would think the primary DH will be Ian Happ, with Happ playing CF or LF and Contreras the DH on days Contreras is not catching. 

Keep in mind that beginning in 2022, injured pitchers will be placed on the 15-day IL and injured position players will be placed on the 10-day IL, so I expect Wade Miley to begin the season on the 15-day IL, and by rule the IL assignment can be backdated up to six days prior to Opening Day as long as Miley does not pitch in an "official"  MLB Cactus League game during the retroactive period (he can pitch in minor league or intrasquad games, however). This would mean that Miley would be eligible to be reinstated on Saturday 4/16, which coincidentaly will be the first day that a 5th starter wil be needed. 

I expect SS Andrelton Simmons to be placed on the 10-day IL, which can be backdated up to three days prior to MLB Opening Day, meaning if healthy he would be eligble to be reinstated on Thursday 4/14. However, whenever Simmons is reinstated, Hermosillo will probably be dropped (not optimal, but probably inevitable), unless the Cubs choose to option Frazier, Hoerner, or Madrigal to AAA to make room on the active list roster for Simmons (not likely). 

A player who is placed on the MLB 60-day IL anytime during Spring Training prior to Opening Day must spend the first 60 days of the MLB regular season on the 60-day IL, so Adbert Alzolay, David Bote, Codi Heuer, and Brad Wieck cannot be reinstated any earlier is the 61st day of the MLB regular season (which is June 6th in 2022). Heuer (February 2022 TJS) will miss the entire 2022 season, but there is a decent chance that Alzolay, Bote and Wieck will be heathy enough to be reinstated when they are eligible to be reinstated on 6/6, so the Cubs will probably have to make some 40-man roster moves at that time. 

Also keep in mind that any post-2021 Article XX-B MLB FA who signed a 2022 MLB contract at least 10 days prior to MLB Opening Day (Mychal Givens, Yan Gomes, Daniel Norris, David Robertson, Andrelton Simmons, Drew Smyly, Marcus Stroman, and Jonathan Villar) will have a full "no trade" until June 15th. They can be released at any time (with the Cubs on the hook for 100% of the player's salary, potentially offset by the MLB minimum salary if the player signs an MLB contract with another MLB club after being released), but the player cannot be traded, placed on Outright Assignment Waivers, or optioned to the minors without his consent. In addition, Seiya Suzuki has a contractual "full no trade" for the length of his contract (through 2026), and Jason Heyward has 10/5 "no trade" rights for the balance of his contract (through 2023).  

As long as Alexander Vizcaino remains on the Restricted List, the Cubs will have one slot open on the 40 for Jesse Chavez. The Cubs will need to advise Chavez by this coming Saturday (4/2) that he has made the Opening Day roster, because he was a post-2021 Article XX-B MLB FA. If the Cubs do not add Chavez to the 40 prior to Opening Day, they must either assign Chavez to AAA Iowa and give him a $100K retention bonus with a 6/1 player opt-out, or release him and pay him two weeks salary as termination pay. 

If the Cubs need additional slots on the 40, it's still possible that C Miguel Amaya could be recalled from his optional assignment and placed on the MLB 60-day IL. Or Michael Hermosillo might have to be dropped from  the 40 (because he is out of minor league options) to make room on the 28-man roster for Andrelton Simmons (see above). Or perhaps Cory Abbott could be dropped.  

I don't think the Cubs will want to add any other NRI pitchers to the Opening Day roster besides Chavez if it can be avoided, and that's why I expect Roberts, Rucker, and Effross to be in the pen on Opening Day mainly because they are already on the 40, Also, one of the relievers will need to be optioned to the minors when Miley is reinstated to be the 5th starter on 4/16, and two more will have to be optioned out when the 28 man roster limit is reduced to 26 and the maximum number of pitchers is reduced to 13 on May 2nd. 

Keeping in mind that AAA and AA clubs have a 28-man active list roster limit with no pitcher limit, single-A clubs have a 30-man active list roster limit with no pitcher limit, and rookie complex teams have no active list roster limit, I would expect Caleb Kilian, Steven Brault, Cory Abbott, Matt Swarmer, and eiither Mark Leiter Jr or Adrian Sampson to be the five SP at AAA Iowa, with Cayne Ueckert, Ben Leeper, Bryan Hudson, Manuel Rodriguez, Robert Gsellman, Jonathan Holder, Stephen Gonsalves, Eric Yardley, Brandon Hughes, Erick Uelmen, and Brandon Leibrandt the 11-man Iowa bullpen.

John Hicks (also can play 1B), P. J. Higgins (also can play 1B-2B-3B), and Erick Castillo will probably be the Iowa catchers, Alfonso Rivas and Jared Young will alternate between 1B, DH, and occasionally LF, with Andy Weber at SS (also will play 2B), Robel Garcia at 3B, Esteban Quiroz at 2B (also will play 3B), Ildemaro Vargas the 2B-3B-SS utility infielder, Nelson Velazquez in LF (also will play CF-RF), Brennon Davis in CF, and Greg Deichmann in RF. 

This means that Leiter or Sampson (whichever one isn't the Iowa 5th starter), James Bourque, Matt Dermody, Kevin McCarthy, Eric Stout, Locke St. John, Wyatt Short, Ben Holmes, Dixon Machado, Trent Giambrone, Donnie Dewees, Zach Davis, and Narciso Crook will probably be released, with Aneuris Rosario, Javier Assad, Connor Menez, Nicholas Padilla, Tyler Payne, Tim Susnara, Nelson Maldonado, and Levi Jordan going back to AA only because there isn't room for them at AAA.  

I expect Ryan Jensen, Anderson Espinoza, Brailyn Marquez, Riley Thompson, and Cam Sanders to be the SP at AA Tennessee, with Aneuris Rosario, Eury Ramos, Scott Kobos, Daury Valdez, Burl Carraway, Blake Whitney, Nicholas Padilla, Connor Menez, Peyton Remy, and Javier Assad in the pen. 

That would leave Tyler Payne, Tim Susnara, and Harrison Wenson as the catchers at AA (with Miguel Amaya replacing one of them in July after he completes his TJS rehab at EXST), Bryce Ball at 1B, Levi Jordan at 2B (also will play 3B), Chase Strumpf at 3B (also will play 2B), Luis Vazquez at SS, Delvin Zinn the 2B-3B-SS utility infielder, Yohendrick Pinango in LF, Christopher Morel in CF (also will play some 3B-SS), Alexander Canario in RF, Darius Hill the 4th OF, and Nelson Maldonado the primary DH (maybe occasionally 1B-LF).   

This means probably no room at the inn for Grayson Byrd, Christian Donahue, Carlos Sepulveda, Edwin Figuera, Jake Slaughter, and D. J. Artis. 

Also, there are 20 pitchers presently in the Rehab Group at Minor League Camp (half are TJS rehabs in various stages of the recovery process), some of whom could be ready to pitch with a full season affiliate at some point in 2022: RHP Josh Burgmann, RHP Derek Casey, RHP Yovanny Cruz, RHP Kelvin Feliz, LHP Drew Gray, RHP Ben Hecht, RHP Gabriel Jaramillo, RHP Tanner Jesson-Dalton, RHP Chris Kachmar, RHP Austin Krzeminski, LHP Brendon Little, LHP Joel Machado, RHP Michael McAvene, RHP Dakota Mekkes, LHP Jack Patterson, LHP C. D. Pelham, RHP Benjamin Rodriguez, LHP Andricson Salvador, RHP Alberto Soto, and RHP Sam Thoresen.

DLJ: Although it's close, Cayne Ueckert has passed Ben Leeper as the Cubs top RP prospect (actually Ethan Roberts is # 2, and Leeper is # 3). 

Keep in mind that Cayne Ueckert will be eligible for the Rule 5 Draft post-2022 and he will get four minor league option years if he is added to the 40 during the 2022 season, so the Cubs could add him to the 40 at any time without thinking twice about it. Ben Leeper, however, does not need to be added to the 40 until post-2023, so Ueckert would probably get the first call just because of that difference. 

As for whether the Cubs will keep Rafael Ortega over Michael Hermosillo, of course Ortega could go instead of Hermosillo. I was basing it on two things, one being that the Cubs are EXTREMELY right-handed heavy, and two, Ortega was one of the top three or four 4th outfielders in baseball last season.  

One thing that helps Hermosillo's case to be retained over Ortega is that it would be good to have a legit RH hitting CF to platoon with Heyward in CF, and while both Happ and Hoerner can play CF (albeit just passably), they might otherwise be occupied elsewhere (Hoerner at SS and Happ as the primary DH). 

The bigger querstion for me is, why the freak did the Cubs sign Adrelton Simmons????

really interested in how ueckert became the pitcher he has become since he joined the cubs.  

a late-round pick (27th round) from a program that's not very competitive...put up terrible college numbers...joins the cubs and boom, dude looks like a guy who should have gone 20 rounds earlier.

if he transitions to the bigs well enough someone will write the story and fill in the blanks...maybe earlier.

he has looked stellar this spring even if most of it has been vs late-inning minor league replacements.

I just read about two rules in the new CBA that I didn't know about earlier:

  1. Any optional assignments prior to May 2nd shall not count towards the agreement that limits optional assignments for any player to five. (Everyone on the Cubs 40-man can be optioned prior to Opening Day through May 1st and still have 5 options remaining for the year before needing to be DFA'd.)
  2. Pitchers and two-way players are eligible for placement on the 10-Day Injured List prior to May 2nd, but beginning on May 2nd, those players will only be eligible for placement on the 15-Day Injured List. (Maybe this is the same as what AZPhil wrote above about Wade Miley.)

W-RAT: Those rules were implemented on Thursday, just a few hours after I posted my comment. So if Wade Miley is placed on the IL sometime in the next few days, it will be the 10-day IL, not the 15-day IL. 

Again, there is a maximum three day retroactive (backdate) period for 10-day IL assignments, and it's six days for 15-day IL assignments.

COMMENT: Worked one inning and then faced two batters in second inning of work (and both hit a HR)... mixes FB with slow CV and throws an occasional SL and CT (both are below average pitches and should be avoided)...  his FB was effective when velo sat at 94 (touched 95 once) in his first inning (23 pitches), but then it dipped to 92 and sat there in his second inning when he looked absolutely gassed... both the Fernandez and Mendick homers (hit back-to-back) were on a 92 MPH FB and they were crushed like a BP FB... when his FB velo goes below 94 he can get clobbered... he probably needs to pitch no more than one inning per outing... 

Ben Holmes (two innings - 29 pitches)

COMMENT: SL is his best pitch but he has command issues with it... I don't think Bote is tradeable, and I don't think the Cubs will drop him in 2022. Same goes for Heyward. 2023? Very possible.  

Kohl Franklin is the Cubs # 1 pitching prospect right now, and he is almost exactly the same age as Jordan Wicks (they were born a week apart). LHP D. J. Herz is the other Cubs SP prospect who could move really fast, but he is two years younger than Franklin and Wicks. Ryan Thompson is another top SP prospect who  could move very fast this year. 

Also, Franklin is Rule 5 Draft eligible post-2022 and Wicks is not, so adding Franklin to the 40 in August just means he gets added to the 40 a couple of months earlier than he otherwise would have been. 

One of the main reasons I think the Cubs are going to REALLY clean house at the 2022 trade deadline (even nore than last year) is that they have so many legit prospects who must be added to the 40 post-2021, more than usual:

IMO... Bote is worth keeping b/c the money is spent. Minor league options gives some good roster flexibility & depth to the team. Good chance that the bat comes back to be at least slightly below avg w/ pop; plausible upside for a bit above avg. Respect to Heyward, but... we'll always have the rain delay.

    In 2020, the pandemic year and the year before they acquired Arenado, the Cardinals finished second and were a playoff team. Of the 12 batters with 100 plate appearances, 8 of them were home grown. Every member of the starting rotation (if you include Wainwright) and all but one of the significant relievers were home grown. While there have been a relative handful of very good trades interspersed which have been mentioned, player development had been their predominant pattern for decades - ever since I became an aware fan in the ‘70’s

    The Arenado deal was not a deal made out of dire need or desperation. It was a splashy, headline making deal for a perennial playoff team intended to be the one piece that brought the Cardinals from a very good team to a World Series contender. They have continued to wheel and deal and have been in a slide ever since. I stand by my supposition that that deal marked a notable turning point within the organization. They broke what had been a very successful formula for a very long time.

    They certainly could be coupled. It could also be the case that a team needs good players at the heart of the team and if they are not coming from one source (development) they have to be sought out elsewhere. I don't see the evidence needed to infer the cause.

    Walker was a complimentary piece who was well past his prime. Edmonds, Holliday, Ozzie Smith and a few others were good trades. Notably, they have almost always been quiet in the free agent market. But the fundamental workings of the organization were always based primarily upon the constant output of a well oiled minor league organization. That organization has ground to a halt. And when did that hard stop start to happen? Right at the beginning of the Goldschmidt/Arenado era, perpetuated by the Contreras signing, followed by the rotation purchases during the last offseason. The timing is undeniable and, in my mind, not coincidental.

    Again, we are all saying that player development became deemphasized. I’m just linking it directly to the recent trades and involvement in the free agent market. I don’t see how the two concepts can be decoupled.

    The Cards also traded for both Jim Edmonds and Larry Walker. It's the developing part that has fallen off. Of course, it could also be the case that there are no more Matt Carpenters left to pull out of the hat.
