The minor league "Development List" was created two years ago after the in season minor league 180-man Domestic Reserve List was established and it became a requirement for a physician to certify an IL assignment, which meant it was no longer possible to place a minor league player on the 7-day IL with a "phantom" injury. 

So now, when there is no room for a player on a full season minor league affiliate's active roster, the player can be placed on the affiliate's Development List.

Placement on the Development List is for a minimum of seven days (just like the 7-day IL), and a player cannot be placed on the Development List if he is injured or for disciplinary reasons.

There is no limit on the number of players who can be on any one affiliate's Development List, as long as the organization's aggregate 180-man minor league Domestic Reserve List limit is maintained.  

A player on an MLB 40-man roster who is on optional assignment to the minors cannot be placed on the Development List without his consent. 

A player on the Development List continues to be paid the same salary and receive all other benefits as the player would have received if the player was on the affiliate's active roster. 

Players on the Development List count against the organization's 180-man Domestic Reserve List, but do not count against their affiliate's active roster limit. 

While on the Development List, the player can physically remain with his team and (for position players) participate in off-day or pre-game BP and fielding practice, and be a bullpen catcher or serve as a base coach or bench coach during a game, and a pitcher on he Development List can throw a pre-game bullpen "side session" or throw "live" BP before the game or on an off day and serve as a bench coach, base coach, or bullpen coach during as game.

A player on the Development List can also be assigned to the organization's minor league Spring Training training facility (like the Cubs "Pitch Lab" in Mesa) and/or play in Extended Spring Training games in April and May (but not in ACL or FCL games once those leagues begin play in June).   

Also, a player on the Development List can (with permission of the parent MLB organization) attend a privately owned baseball training facility or school not connected with the MLB organization. 

In addition, with the consent of the player and with permission of the MLB Commissioner, a player on the Development List can be assigned to a club in an MLB partner League (like the Pioneer League) or the Mexican League, although the player's parent MLB organization is responsible for the player's salary, meal money, and other benefits.   

With the MLB First Year Player Draft now firmly fixed in mid-July during the All Star Break and with the minor league in-season Domestic Reserve List being reduced from 180 players to 165 players in 2024, the Arizona Complex League (ACL, formerly AZL) and the Florida Complex League (FCL, formerly the Gulf Coast League) will likely be eliminated next season, and will be replaced with six months of combined Extended Spring Training / Instructs April - September. 

So it looks like 2023 will be the last season for the two remaining "short season" leagues.

AZ Phil,
With MLB paying MiLB players more (still probably not enough), but cutting 15 spots from 180 to 165 (domestically), do you think organizations will be less likely to draft "HS age" guys or move guys up from the DSL? Those 15 roster spots have to come from somewhere and you estimation that official Rookie Ball will cease to exist means there will be less rookie age guys in camps, correct?

Childersb3: I don't think cutting the Domestic Reserve List (DRL) from 180 to 165 in 2024 will motivate the Cubs to select fewer HS players in the draft. All of the HS players selected by the Cubs in the draft in 2022 are at EXST right now, and Ferris, Paciolla, and Rujano have been playing in  EXST games. 

Keep in mind that - RIGHT NOW - the Cubs minor league 180-man Domestic Reserve List has only 166 players on it (plus twenty players are on a minor league 60-day IL, which does not count against the DRL 180-man limit). So the reduction of 15 DRL roster slots (180 down to 165) will only affect Extended Spring Training. There will be the same number of players at AAA, AA, Hi-A, and Lo-A. 

Even with 166 players on their DRL, the Cubs are operating Extended Spring Training and playing EXST games without any restriction (although there are maybe five or ten fewer DSL players present at EXST than in years past). So i would say one thing that might be happening is that fewer DSL players are being moved up to Mesa. Only the better prospects have been moved up this year, and so there will likely be more turnover at the DSL level among the lesser prospects who don't make the grade and never make it out of the academy.

BTW, there will be no change in the DSL roster rules in 2024. There will still be a 70 player limit on the International Reserve List, with 35 players on each of the two DSL Cubs squads.

So the owners, under the guise of being benevolent and giving the minor leaguers an increase in pay, are basically getting rid of lower level league's, thereby reducing the amount of players overall, which allows them to give the remaining players a 'raise' without really giving them one, and actually pocket money on the deal?

FINWE: By converting the ACL and FCL to season-long Extended Spring Training / Instructs, there won't be any "official" games, but there will be "unofficial" games, just like there is now in Extended Spring Training and then later in Instructs. 

The advantage in playing "unofficial games" is that the an MLB organization can play as many or as few games as they want. They can play intrasquad games. They can have more "camp days" for instruction and practice. 

Also, as it is now, players who are signed after being selected in the July MLB First Year Player Draft don't count against the organization's 180-man Domestic Reserve List until the player plays in his first "official" professional game or until the day after the conclusion of the MLB Regular season (whichever comes first). As a result, the Cubs delayed the debut of their 2022 draft picks until AZ Instructs in late September so that they would not count against the 180-man Domestic Reserve List limit in July, August, and September, which they would have if they had played in the ACL.

Once the ACL has been eliminated, a Cubs draft pick can start his career a couple of months earlier and play in games in July, August, and September without the games counting as "official" games.

Don't get too hung up on ACL or FCL games being different from Extended Spring Training games. Other than the games not being "official" (and not having an official scorer), a couple of minor relaxed rule variances, and more individual club control over scheduling, Extended Spring Training games are - NO DIFFERENT - than ACL games. 

I believe if MLB organizations had their way, they would do the same with single A (Hi-A and Lo-A) as well. and keep all of their players below AA at their Arizona or Florida complexes year round, and just have AA and AAA affiliates playing actual "official" games.

Now I'm intrigued. I believe it would be easier for me to feel as though the owners are really just doing what's best exclusively for the players, if they hadn't reduced the reserve list by 15 players; although, I can see that debuting players earlier, and having their clocks not start until later, would be beneficial.

If they were to eliminate both single A leagues, I imagine they would want to start to do something that would reduce the years before Rule 5 eligibility?

Major league expansion and the need for minor league cities may force some more minor league contraction

    Does Brennan Davis get shown the door? I know it's too early for that, but these injuries are crunching the roster of a 12-7 team playoff demands and BDavis isn't going to help anytime soon.

    Someone has to go to add Peralta. And Canario isn't going to get to play everyday regardless of RHers or LHers. Neither is Tauchman. Also don't see PCA getting a chance over Peralta.

    If Jed does those moves:

    2 C: Gomes and Amaya

    2 DH: Cooper and Mervis

    I have had the pleasure of watching some of the young A's pitchers lately (first Joe Boyle the last day of Minor League Spring Training in March, and more recently Luis Morales last week and Steven Echavarria yesterday at Extended Spring Training), and it reminds me of the Miami Marlins a couple of years ago. A really nice collection of young pitchers. It will be interesting to see what the A's will get for two years of ex-Cub Paul Blackburn at the Trade Deadline (there should be a robust market for Blackburn).

    DJL: if a pitcher is recalled to be the 27th man for a doubleheader and then is optioned back to the minors the next day, the 15-day "clock" does NOT reset. The one day call-up for the doubleheader is treated like it never happened with respect to a pitcher having to spend at least 15 days on optional assignment before he can be recalled.

    Probably the only reason David Peralta is still in the organization (he is at AAA Iowa) is to be available in case anything bad were to happen to Ian Happ (which it just did). So if Happ needs to go on the IL, the Cubs can select Peralta to play LF, DFA Wisdom (and hope he and what remains of his $2.725M salary gets claimed off waivers), and recall Mervis to platoon at DH with Cooper (with Canario / Tauchman sharing RF), at least until Suzuki and Happ are back...

    i'd just like to take a moment to express to the world i'm still pissed willson contreras is not a cub when the pricetag was 5/87m (17.5m/yr).

    it would be nice to have a legacy-type player to stick around, especially one with his leadership and the respect he gets from his peers.  cubs fans deserved more than 1 season of contreras + morel...that was gold.
