Will Cubs Target Rule 4 Draft Lottery Slots?

Up until last year, MLB First-Year Player Draft (Rule 4 Draft) slots could not be traded.

A club could lose a draft slot for signing a Type "A" Article XX-B free-agent (and it still can, although now they are called "Qualified Players"), or could gain a pick or picks if the club offered salary arbitration to one of its own Type "A" or Type "B" Article XX-B MLB free-agents and then the player signed with another club (and it still can receive one "compensation pick" between the 1st and 2nd rounds for losing a player to free-agency, as long as the player spent the entire previous season with that club AND the club offers the Article XX-B free-agent a one-year contract with a salary at least as much as the average salary of the top 125 salaries in MLB the previous season AND then the player subsequently signs with another club prior to the Rule 4 Draft).

But Rule 4 Draft slots could not be traded under any circumstances.  

However, the MLB Rule 4 Draft Competitive Balance Lottery (CBL) was established per the 2012-16 CBA, and these draft slots CAN BE TRADED.

Z and His Agent Finally Get Story Straight Plus Draft Signing Updates

If you were following the Z drama through the papers or through our comments, you would have noticed the healthy amount of spin his agent Barry Praver was putting on the situation, because there is nothing worse for an agent than losing out on the 10% commission of the $24M or so he's still owed. It went something along the lines of, he said nothing about retiring, wait, yes he did, but it was not meant for public consumption. He came back Friday and returned his stuff, no I meant Saturday...he never punched Michael Barrett, Michael Barrett fell on his fist, etc, etc...

Kapman today scored the first interview with Z and it appears they finally found the narrative they plan to go forward with. Essentially, yes Z did make comments about retiring, but they were all intended to be private (counterpoint: Cubs claim to have text messages saying "good-bye and thanks" from Z). He also tried to return to the team Saturday with his belongings, but was not allowed and naturally, does not agree with the Cubs punishment. They intend to file a grievance by the end of the day.

Anyway, the idea of Z gifting the Cubs $18M next year seems out the window, but give credit to the Cubs for seizing the opportunity to save $3M or so this year by putting him on the disqualified list. Him leaving early means nothing to me, but obviously it rubbed many of his teammates the wrong way and in the end he gets a longer vacation and Cubs fans get Casey Coleman.

And now for the rest of the story...

Big Z: "I received text messages of support from Sosa, Byrd, Ozzie, Jason Giambi, Pena, and Soriano." Also said he and Soriano are cool.

Surprised Derrek Bell didn't think to drop him a note...

  • The next 2 games are nationally televised. I think we dominate tonight, hitting 3 HRs off Shields. Great night for KB to end HR drought facing HR prone pitcher in one of the most hitter friendly parks in the league.

  • If the ball didn't deflect off the pitcher's mound, the game wouldn't have ended. Montgomery did miss his location though, but if that same contact was made and went in any of direction, good chance of ground out if it doesn't get through.

    If it was 1 night later, Chapman would be out there and we probably would be going to extras.

    Also, If KB wasn't robbed of a HR, perhaps we would have won. We will never know. Nice play by Melky though.

  • Been quite the roller-coaster the past two days -- both games, plus the Chapman kerfuffel. How about a couple of nice, comfortable wins before facing Sale? Cubs should definitely wear throwbacks for that game.

  • The Cubs are stronger defensively than most of the teams they play. In order to capitalize on that, they have to a) put the ball in play and b) run the bases aggressively.

    That said, Cabrera has a strong, accurate arm, as witnessed by his 97 outfield assists over 12 seasons--mostly left field but also a lot of center. Bryant is rarely thrown out, but I guess you have to know who's throwing the ball.

  • KB now with 0 RBI in his last 10 games and 1 in his last 15, despite having 19 hits in his last 15 games and raising his batting average from .278 to .286 over that span.

    Maybe have Zobrist hit 2 and KB hit 4?

    Also -- no HR in the last 15 games -- time for a bunch. Starting tomorrow.

  • Down a run. Fowler on first. Nobody out. KB singles to left, Fowler makes it to third, perfect throw from Cabrera nails KB trying to stretch for 2nd.

    So, instead of 1st & 3rd and no out, you have 3rd with one out. It was a perfect throw, but why take the chance with 3-4-5 hitters coming up?

  • Splitting hairs, but Jake's pitch was poor execution, while KB's play was a poor decision (and the 2nd time he got thrown out trying to stretch in the game). Poor execution happens. Poor decisions are preventable. Speaking of poor decisions -- Baez's steal of 3rd made absolutely no sense.
