Cubs 2024 Rule 5 Draft and Minor League Free-Agent Watch List
4/21 UPDATE:
The Cubs have signed second-contract free-agent LHP Mitchell Tyranski (ex-LAD) to a minor league contract.
4/18 UPDATE:
The Cubs have signed free-agent RHP Julio Teheran to a 2024 minor league contract.
Because he has Article XIX-A rights (meaning he has accrued at least five years of MLB Service Time), Teheran cannot be sent to the minors (optioned or outrighted) without his consent if he is added to the 40 at some point in 2024.

In February 1954, the Brooklyn Dodgers signed 19-year old OF Roberto Clemente out of Puerto Rico and gave him a $10,000 bonus.

The Cubs also lost 1B Justin Bour (to Miami), OF Julio Borbon (to Baltimore), and RHP A. J. Morris (to Pittsburgh) off the AA Tennessee roster in the AAA Phase. Once selected, players chosen in the AAA or AA Phase cannot be re-claimed.
The Cubs did not make any selections in the Major League Phase of today's draft, but they did select left-handed hitting catcher Charlie Cutler from the Pittsburgh Pirates AA Altoona roster in the AAA Phase. Cutler was a college teammate of Cubs OF Brett Jackson at Cal.

Roster Decisions Looming for Cubs
11/20 UPDATE: The Cubs have selected the contracts of INF Arismendy Alcantara and RHP Dallas Beeler from AA Tennessee and both have been added to the Cubs MLB 40-man roster. Alcantara was rated the Cubs #7 prospect by Baseball America last week, and Beeler likely earned his spot on the 40 with a strong performance in the Arizona Fall League after missing much of the 2013 season with a finger injury.
Because they were eligible for selection in the Rule 5 Draft and were added to an MLB 40-man roster after August 15th, both Alcantara and Beeler have Draft Excluded status and cannot be outrighted to the minors until 20 days prior to MLB Opening Day, even if the Cubs decide they need one of the two roster slots sometime later during the off-season.
With the addition of Alcantara and Beeler, the Cubs MLB Reserve List now numbers 39 players (one slot is open).
Notable Cubs minor leaguers who will be eligible for selection in next month's Rule 5 Draft include OF Jae-Hoon Ha, RHP Matt Loosen, LHP Eric Jokisch, and 2B Gioskar Amaya.

Cubs Minor League Free-Agents & Updated 2013 Rule 5 Draft Eligibility List
Here is the updated list of Cubs minor leaguers (including Rule 55 6YFA and "second-contract" players) who were declared free-agents by MLB yesterday at 5 PM (Eastern), and the updated December 2013 Rule 5 Draft eligiblility list (including Rule 55 eligibles who have signed 2014 minor league successor contracts and "second-contract" players signed for 2014 who are eligible for selection):

This is the time of the year when MLB clubs begin to rearrange the deck-chairs, as contenders look to solidify their post-season rosters with a last minute waiver deal or two prior to the August 31st post-season roster eligibility deadline, and clubs that are out of contention bring up players from the minors to get a look at guys who might (or might not) have a future with the club.

Cubs Send Lendy Castillo Outright to Iowa
The Cubs have sent RHP Lendy Castillo outright to AAA Iowa. Castillo was Designated for Assignment on January 26th when RHP Carlos Villanueva (MLB Article XX-B free-agent signed by the Cubs last month) was added to the 40-man roster.

Prior to the Cactus League game at Papago Park, three Cubs pitchers threw "live" BP on Field 1 at the Cubs Sloan Park complex, including RHRP Ethan Roberts (June 2022 TJS) and Cubs 2023 3rd round draft pick RHP Jaxon Wiggins (February 2023 TJS).
Wiggins last threw "live" BP three weeks ago before being shut down for a couple of weeks, and this was the first time Roberts has thrown to hitters in almost two years.
